Oracle Cloud Applications (maturing) or Oracle EBS (mature) - I assume when you say ERP you want to cover all aspects of the organization (HR, Payroll, Financials, Procurement, etc).? 


Depending on your general application requirements, and overall enterprise application strategy, that would help drive what ERP system (applications) to select. I highly encourage you to document requirements (general or specific) and use them to support your selection.

I totally agree with @Bill Dunham. Oracle Cloud or Oracle EBS are the right choices in my opinion.
