It's a subscription-based, pay-per-user license. I wouldn't say it's expensive. Because it was an on-premise license, it was a costly affair. Only certain stakeholders could use it. The pricing is very reasonable and the licensing is straightforward. You decide on the number of virtual users you will need to support multiple runs or for a year and purchase that quality of virtual-user hours.
