If you are using MySQL, rahter than the full MS 'stack', then an MS-based solution would be far from 'free' as suggested above. For comparison, I suggest you compare cost and time/complexity to implement with Omniscope 2.9, which also meets all your requirements above, does not require developer/SQL type scripting, and does not require you to start with a server edition, just a single desktop for POC. Compared to Qlikview, Omniscope is more open and modular on the back end, and operations can be 'chained' across multiple in-memory files, spanning different disciplines and departments with in your organisation to ensure data governance and give the best overall 'fit' and highest ROI/speed of acceptance.

Here are my answers:

IT User Requirements

1. Meta data - the setup should be easy and easy to maintain. OK
2. Security - The security should link to Window's AD (Active Domain) and the security setting in BI tool should allow by individual, by group/function. I think that you can do this with server edition It is more expensive. If you have small number of users, you can use all settings that could be used with a file stored in a folder at disk.
3. Setting at BI tool to disallow query of all rows in the database (which will slow or hang the whole network) - QV works differently. It import data into special comprised file via ETL procedure. When data are loaded, no additional queries to database appear. You not need any special settings, it meets this requirement.
4. BI tool can only read, must not allow to edit/write/create any data. It is OK. It meets your requirement.

End User Requirements

1. Must be very easy to use and good performance - No scripting or sql is required for queries/generating reports by end user. - OK
2. Must able to query and generate report from DB (i.e. our databases which is MySQL) to Excel (Word, pdf and Powerpoint - optional). - The file can be saved as any of the following formats: Comma Delimited, Semicolon Delimited, Tab Delimited, Hypertext (HTML), XML and Excel (xls).
3. Must be able to save query result to Excel (Word, pdf and Powerpoint - optional). See 2.
4. Must be able to query/report from different tables (IT terminology, i.e. able to have inner/outer joins) to Excel (Word, pdf and Powerpoint - optional). OK
5. Able to create dashboards for standard/regularly use queries/reports. OK
6. Able to drill-in/drill-out, dicing and slicing. It is much better, it immediately recalculate all outputs, when you chage selection of parameters. As it has in-memory technology it takes seconds.
7. Support real-time dashboards/reports OK
8. Dashboards/reports able to be displayed on internet/intranet with real-time data or refresh at certain timing. OK
9. Able to save the result of my queries for later use. E.g. Query further from the save result and other data source (tables, excel, word, pdf). See 2.
10. End-user should be able to use the BI tool from their mobile devices. OK

Does QlikView support my requirements? It seems that YES!

Yes, QlikView supports most of your requirements as outlined below.

All the user needs to do is drop a new table or object on the sheet and analyse.

3. Must be able to save query result to Excel (Word, pdf and Powerpoint - optional)...YES SAME AS ABOVE
4. Must be able to query/report from different tables (IT terminology, i.e. able to have inner/outer joins) to Excel (Word, pdf and Powerpoint - optional)... YES , all reports generated on QlikView can be exported to excel, iimage files, pdf
5. Able to create dashboards for standard/regularly use queries/reports. .... YES
6. Able to drill-in/drill-out, dicing and slicing... YES
7. Support real-time dashboards/reports ... YES this depends on the refresh rate u set
8. Dashboards/reports able to be displayed on internet/intranet with real-time data or refresh at certain timing... YES

I have not implemented QlikView, I have implemented the Microsoft BI Stack (SQL.SSIS/SSRS/SSAS). All these fit your requirements. A big plus is that these are free, as it comes with SQL Server. Excel power pivot is compatible with sql server and gives you ultimate performance and dash boarding with no cost and high rate of return.

I cannot answer every point but you will need to do allot of scripting with Qlik from a MetaData perspective and End User perspective
