The project was to implement an end to end Identity and Access management platform across the enterprise. The scope of work included the governance and compliance aspects associated with access and specifically to provide the required assurances as required under Sarbanes Oxley regulations.
From an Enterprise change management perspective I would place this higher up in the priority list simply because resistance to change can add delays to the project and deliverables.
