I am not sure about the setup cost but our annual maintenance fee is around Malaysian Ringgit 10k (charges based on number of users).

It cost a lot of in-house resources to get this product to work. The software itself was not very expensive through the agreement we had with the vendor.

Try to get other products in the package like enterprise guide and SAS integration studio.
