Ivanti Neurons for ITSM is a very stable product, and I rate its stability a nine out of ten. People can use it for decades with minimal support.

We have encountered caching issues which were obnoxious. 

It's a multi-tenancy solution yet it really varies and depends on the organization's level & locations. If you're using it for your entire infrastructure and have integrated it with EPM and other services, there's a possibility of encountering downtime or slow response times without deploying balancers. However, in my case, I'm only using it for demonstration purposes, and I haven't faced any outages or significant delays in response time.

The tool is stable in most cases. Sometimes, it is unstable. The product’s stability must be improved.

It is not necessarily stable. It is stable for others, but they are times where we can't access it. You'd find it works on a particular browser but not another one. Sometimes I do have a challenge to log in from my desk, but when I go to a colleague's desk I can log in. I don't know if it's my web client or something else.
