In our organization we were recommended by Oracle Support to implement Vertical Scaling for OBIEE to resolve a similar issue.
The scalability issue you reported should be solved by vertical scaling since it involves creating multiple instances of the BI server component.
Then different users accessing the same report are diverted to the other BI process (round robin) which should lessen the load for this report.

I have worked & implemented on OBIEE, great product, I hope the BICS will also have the entire feature spectrum OBIEE has in the near future. compared to other competitive products this has much better features. cost is high & the support and coverage is poor.
