It's an impressive product with very comprehensive functionality.

What other advice do I have?

Be open minded about open source solutions. Be clear about the requirements, and needs of your organization. Last, but not least, start small but be aggressive on the time-line, and preferably take an agile project approach.

Great open source LMS worth considering though documentation could be improved. Recommend LAMP, not Windows environ.

Valuable Features:

Upgrade feature and git to upgrade the core code - love it.

Room for Improvement:

Needs to be better documented especially the database schema.

Use of Solution:

11 years

Deployment Issues:

Just stale data which can be hard to troubleshoot.

Stability Issues:

Not really. Very stable as it is a lamp stack.

Initial Setup:

Good. Easy setup.

Cost and Licensing Advice:

Just staff and hardware resources + maintaining and improving the application.

Other Advice:

Well worth looking into as a CMS though Canvas is starting to pick up a lot of steam (paid though).
